Dubai launches new marine visitor licence system
Online verification allows tourists to obtain marine licences with ease
DUBAI – Dubai has rolled out a new service enabling visitors to operate marine pleasure vessels using their existing licences issued abroad.
The Dubai Maritime Authority (DMA), part of the Ports, Customs and Free Zone Corporation (PCFC), confirmed that the initiative is available to holders of licences from International Maritime Organization (IMO) member states.
This includes GCC countries, Europe, the United States and other internationally recognised nations. The move is designed to enhance Dubai’s appeal as a marine leisure hub and streamline access to its coastal offerings.
Updated manual unveiled
Alongside the new visitor licence, the DMA unveiled an updated manual governing the licensing of marine vessel crews in Dubai.
Issued under Administrative Resolution No. (5) of 2024, the manual specifies the requirements for obtaining licences to operate or work on marine vessels. It sets out provisions on professional qualifications, medical and technical standards, and practical experience. The document also details application procedures, examinations, renewal and amendment processes, and mechanisms for recognising licences issued by other accredited maritime authorities.
Who is eligible?
According to the Authority, any visitor holding a national licence issued by an IMO member state can apply.
The system requires applicants to submit their existing licence electronically for verification, where its authenticity and compliance with standards are reviewed. Once confirmed, the Dubai Maritime Authority issues a local licence for use in Dubai waters.
This process enables qualified international visitors to participate in leisure, tourism and sporting activities aboard marine vessels without delays.

He emphasised that the initiative promotes maritime safety, supports unified licensing standards, and ensures crews are efficient and well-qualified.
By simplifying regulations and offering international recognition, the Authority seeks to strengthen Dubai’s reputation as a global maritime destination, while also driving sustainable growth in the city’s marine sector.
